::: 2006-2007 Norfolk County Futsal League Rules
Rosters
  • Team rosters are limited to a minimum of 8 players and a maximum of 18 players.  (with 12 player maximum roster at any given game)
     
  • All players must be listed on the Team Roster and have played at least three games during the current session to be eligible to play in the Playoffs
     
  • Teams may add / drop players during the first two weeks of a session, notification of which must be sent to the league registrar at or prior to the conclusion of week #2 games and approved by the league registrar.
     
  • All participants must follow the appropriate age guidelines for their age group / bracket.
     
  • Teams found in violation of these rules will forfeit all games played with ineligible players and risk dismissal from the league.
     
  • MULTIPLE ROSTERING (PLAYING FOR MORE THAN ONE TEAM WITHIN THE SAME AGE BRACKET) WILL NOT BE ALLOWED. 
     
  • Any team that splits into two squads for a session may NOT swap players between those two teams.
    For Example:
      A club soccer team has 18 players.  They divide that team into two squads and enter them into the  same Age bracket as the Team A and Team B. Players rostered on the A team may NOT play on the B team and vice versa.   Any team in violation of this rule will forfeit all games in which the ineligible player plays. 
     
  • In the event a team does not have enough players for a particular match and wishes to use non-rostered players in order to play a game, the result will be a forfeit.  The score will be posted as 4-0 Final and a scrimmage may be played. Non-rostered players must be approved by both coaches prior to the start of the scrimmage.  (No Exceptions).

Number of Players

  •  All games will play with five players on the field, one of whom shall be the goalkeeper.

Player Equipment

 

  • Goalkeeper must wear a jersey color which will distinguish him/her from the rest of the players and the referee.  Pinnies are allowed.
  • In the event of a color conflict, the home team (listed first on the schedule) must wear pinnies or use their alternate jerseys. 
  • Shin guards are MANDATORY and must be fully covered by socks.

Balls

  • Size 3 Futsal balls are used for ages U8, U10 & U12.  Size 4 Futsal balls are used  for U14 on up.
Referee/
Scorekeeper
  • One referee shall be present during play.
  • One scorekeeper shall operate scoreboard and keep record of the game.
  • Referee shall keep record of the game score and turn in game card to Futsal staff at the end of the game.
  • Reports of ejections will be recorded on the score sheet and filed before leaving the facility.  Each score sheet will list the names of players ejected the previous week.  Referees will check before starting the game and inform the team captains if there is an ejected player on his/her team.  The game will not begin until that player has left the playing field and bench area.
  • Abuse of referees in any form, whether verbal or physical, will NOT be tolerated.  Players or spectators violating this rule will be required to leave the facility.
     

Fouls & Misconduct

 

  • Fouls and player misconduct are penalized as follows:

          YELLOW CARD/TWO-MINUTE PENALTY

A player is cautioned and sent off for two minutes if he commits any of the following offenses:

  • Is guilty of unsportsman like behavior

  • Shows dissent by word or action

  • Persistently infringes the Laws of the Game

  • Delays the restart of play

  • Fails to respect the required distance when play is restarted with a corner kick, kick-in, free kick, or goal clearance.

          SENDING OFF/RED CARD OFFENSES

A player is shown the red card and sent off if he commits any of the following offenses:

  • Is guilty of serious foul play

  • Is guilty of violent conduct

  • Spits at an opponent or any other person

  • Denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area)

  • Denies an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offense punishable by a free kick or a penalty kick.

  • Uses offensive, insulting, or abusive language.

  • Receives a second yellow card in the same game.

A player who has been red carded and sent off may not re-enter the game nor may he/she sit on the players’ bench.  A replacement player may re-enter the game two minutes after a teammate has been sent off, unless a goal has been scored before the two minutes have elapsed.



Court Etiquette & Conduct

 

 
  • Zero Tolerance Policy:  Please review the policies
    as outlined below:

          All persons responsible for a team and the team's
          spectators shall support the officiating referee.
          Failure to do so will undermine the referee's
          authority and has the potential of creating a hostile
          environment for players, the referee and all the
          other participants and spectators.

  • No one is to address the referee during the game except as allowed below.
     
  • Coaches & Managers
     
  • During the game:

    1.  May respond to a referee initiating a
         communication
    2.  Making substitutions
    3.  May point out emergencies or safety issues
     

  • At halftime or at the end of the game:

    1.  May ask a referee to explain a rule(s) in a
         polite and constructive way.
    2.  May give polite and friendly feedback to the
         referee.
    3.  Absolutely no sarcasm, harassment or
         intimidation is allowed in any conversation
         with the referee.


    Penalties

    1st Minor Infraction - Referee should ignore
    1st Serious Infraction - Caution or ejection depending on the seriousness of the infraction (FIFA)
    2nd Minor Infraction - A verbal warning.
    3rd Infraction - Caution
    4th Infraction - Ejection
     

  • Spectators
     

  • During the Game:

    1. May respond to a referee initiating a
        communication.
    2. May point out emergencies or safety issues.
     

  • At halftime or at the end of the game:

    1. Absolutely no sarcasm, harassment or
        intimidation is allowed in any conversation
        with the referee.


    Penalties

    1st Infraction -- The referee should stop the game and ask the coach to quiet the offending spectator.
    2nd Infraction -- A verbal warning. The referee should stop the game and ask the coach to warn the spectator that the next infraction will be an ejection or the referee will abandon the game.
    3rd Infraction -- The referee should instruct the coach to direct the spectator to leave the facility. The referee should abandon the game if the spectator does not leave the facility.
     

  • If the referee abandons the game, the referee shall file a report and the NCFL may impose a forfeit on the spectator's team        

Standings
  • Scoring – Win (3 points) Loss (0 points) Tie (1 point)

  • Forfeit counts as a 4-0 result

  • Referees may stop posting the score on the scoreboard after a 5 goal differential. 

  • To establish placement in the playoffs winning percentage shall be employed

Playoff Rules

  • Beginning with the 2006-2007 season, a League Playoff Committee comprised of league participants shall be established to oversee standings, team flight placement and in general, facilitate operation of session playoffs, volunteer assignments, award presentation and referee assignments

  • Players must be listed on the roster and have played in 3 games of the current session to be eligible for the playoffs.

  • Players who were ejected from a game the previous week are NOT eligible for ANY playoff games.

Splints/
Casts

Splints and Casts of any type will NOT be allowed.

Release /
Acknowledgment

 

Individuals using this facility do so at their own risk.  The property owners, league operators, and staff of Norfolk County Futsal League assume no liability for injuries or accidents that may occur. 

Conduct within the facility should be in the spirit of good sportsmanship as is on the field.  All play must be conducted as set forth in the “Rules: as outlined in this document.  We reserve the right to refuse play and service to anyone.

Recruitment of other team's players is forbidden and any team, i.e.: its coaches, managers, parents and players involved in any player solicitations may result in the entire team's expulsion from the league.

As the Registrant or Parent/Legal Guardian of the registrant, it is expressly agreed that the registrant and you will abide by the rules of the facility, league, its affiliates and sponsors.  Further, you hereby acknowledge that participation in athletic competitions, camps, and/or clinics carries with it certain potential hazards. In consideration for the League accepting the registrant for its program, you further release, discharge and/or indemnify the league, its officers, directors and employees, any coaches, assistant coaches, team managers and referees, the facilities in which any such athletic activities are being physically conducted, the league with which you are affiliated, the organization permitting the league to operate, and the institution/facility at which this activity is being conducted, against any and all claims by or on behalf of the registrant as a result of registrant's participation in the Futsal programs.
